My daughter had the same issues with her Savage Rascal. I bought some styrofoam pile insulating tubes, similar to pool noodles only smaller. I get a few sizes and slipped them over the stock until we obtained the correct combination for height. Then just taped them in place with electrical tape. No very pretty, but cheap and works great. Her shooting ability, and mine with that rifle really improved due to the good cheek weld. That little rifle is a shooter too! I hope this helps if even temporarily.

 

The pipe insulation Robby mentioned is good and I have used that but I used vet tape (animal doctor tape, I can't spell veterinarian) instead of electrical tape. Easy on and easy off, not stickum residue. I found vet tape at Tractor Supply.

 

Pool noodles and pipe insulation: stack them until you find the right height, then wrap with Vet Wrap (a ruberized stretch bandage that is most commonly found in feed stores, Tractor Supply, and even Walmart (in the weight lifting section). I generally use the black color but other colors are available. If you really want to get fancy, wrap it with a size small elbow sleeve from Academy.

 

After blowing your picture up so I could see, my suggestion would be to lower the red dot. At the level it’s at now, it only creates problems with the trajectory when shooting at different ranges. After doing that if she still has a problem with cheek weld, then you can add on to the stock.
