Yep. I participated. Got it on a Saturday, drilled five guns, and sent it out to the next guy the following Monday! It just warms the heart!

While the jig, or gunsmither tool would be easy, it really isn't necessary. There's a thread here somewhere that gives the exact measurements of where to locate the hole. If you have a dial caliper, and a spring loaded center punch. You can drill it easily. A drill press makes it even easier, but I've done three receivers with just a hand drill years before I had a drill press.

It’s just to pass the cleaning rod through.
Centered, .8 inches up from the bottom, 1/4 hole.
Mark with a punch.
Start with a small bit for pilot hole
Look down barrel to confirm pilot hole correct
Drill bigger hole
Clean up burrs

The jig is unnecessary as others have pointed out. Just use a cleaning rod slipped thru the receiver, to see where it hits the back of the receiver. it's not Rocket Science. if you're even off a bit, it isn't a big deal.
