So, landlord ask me to check out what he had and sold a couple of items he had and one of the items was a Charter arms Explorer with this folding stock. I have never seen this type of stock. Anyone have any info on this? I could not find any info on the web

Hi Mike, it kind of looks like the one in this Youtube video except maybe your grip has been removed? (46) Random Gun Video 1: Unknown ar7 folding stock - YouTube

Several outfits made replacement folding stocks for the AR-7 including Mitchell Arms although theirs looked different.

Definitely aftermarket but it's cool!

I bought a Charter Arms AR 7 years ago. I had to buy the stock separately, then the butt cap. I have never been able to get it to feed properly. I don’t mess with it very often. On Black Friday I bought some cheaper-than-Federal rounds. Not a chance of their working, though they do fine in my Ruger Mark IV. Then, taking it apart, I could not disconnect the receiver from the stock. I tried light lube. I tried tapping it with a rubber hammer. When I googled it, all I got was about AR 15. By now everyone is either rolling on the ground laughing, or typing a post that begins “Look, moron . . . “ And yes. I finally remembered the thumb bolt at the base of the grip.” Don’t let your giggles keep you awake!

I had one of those before, Mitchell Arms and I also had a 30 round mag for it. They also sold a pistol grip if I remember correctly. I don't know if they are still available anywhere, this was back in about 1996. I bought the rifle on my honeymoon in Gatlinburg, TN. I am actually about to order a new one from Cabellas this week. I've been wanting another one for a long time. $299 for the black and $349 for the camo, if I remember correctly. Which is, I think the same price that I paid for it back in 1996.
