Solved 10/22 FTE-Not What I Thought It Would Be

It had nothing to do with the extractor but friction. Mine was the bolt rubbing on the Kidd spring rod. I noticed a grinding sound when the bolt got back to where it traveled over the end of the rod. I put the rod in a drill and carefully removed a small amount of material on a whetstone, hit it with some Scotchbrite and the action was smoother. Still not where I wanted it. The bolt surface was rough from the factory, so I got out the Dremel and CAREFULLY ground the back surfaces where it moves over the rod end until smooth and polished to a mirror finish. Buttery smooth now and I ran 50 rounds through with zero malfunctions and was actually ejecting way farther than before.

Sounds good, normally when you hear about those issues the common response is but a VQ extractor. Glad you got it working.
Good work! Usually if you take your time you can figure out the problem.
Good job of diagnostics and thanks for sharing with us.
The cone/tip end of the Kidd guide rod is larger than the OEM, but usually doesn't cause a problem. The root of the problem is the pocket/hole the rod tip goes into. Rugers placement off the holes is often off, placing the hole further away from the outside of the receiver, letting the bolt drag on the tip while passing.
One fix is slightly reducing the cone tip as DBray done. Some have instead used a Dremel to slightly open the hole towards the outside. I myself will stick with reducing the cone diameter. Trying to keep Dremel's away from guns. ;)

the hole off center from the factory was causing my grinding. It was pretty rough but with a little work it's as smooth as silk now.
