Need Help to Refinish a Satin-Blue Barrel

Loaned a rifle out to my younger brother and when I got it back 3 days later, the barrel is rusted!!! Wiped and cleaned it down but the finish is simple ugly now with spots along the barrel. What is the process and material needed to put this barrel back to satin-blue? Satin-blue is not the shiny, reflective blue you see on most rifle...

You could get some super fine 0000 steel wool, and wipe down the barrel with it and either hit it with some cold blue, or a blue pen. Unless the spotting is really deep, this should be fine.

Sending it off to be hot blued would probably cost you $40-$50.
