Yes, they can.
My stock LVT trigger is down to 16 oz, one pound is about what I like for hunting use. All my current Sporter-type field guns are set 16-20 oz or so right now.
Supposedly the Cooper can go down to about 8 oz without issues. Lower than that is not recommended by Cooper I think.
