I would say it is, it looks like you probably have $200 - $250 worth of extras on the pistol, between the Leupold scope, and Volquartsen trigger kit. (I'm going to assume that someone put the full trigger kit in, not just the trigger, and bolt release)

Actually it looks just like my Ruger, other than my Leupold scope is blue.

Does it come with the original parts, box and paperwork?

I don't think you can get it for $550 shipped.
Opening bid is $500 with a reserve and $45 shipping.
Maybe you didn't notice it has a reserve?
