Pre-drought the worst I ever shot was Remington Thunderbolt.
This was back in the 80's and supplied by ROTC which I put through my
3P Anschutz and the Schools 541T's and Mossbergs.
We were able to shoot 250's to 270's and around 17X.
When I switched to my own Eley 10X ammo scores were consistently in 270's
and up, and 20X and up.
I did not encounter problems during the drought as I was using my own reserves from the days of old.

Back in the 1970s, I'd have to point a middle finger at two common, inexpensive loads, the old Remington Mohawk promo loads that came in a brown and yellow box, and Winchester Wildcats, which came in a white box with blue lettering, and a bobcat on it. Proving that one rifle's candy is another rifle's poison, the new-to-me 452 Scout I bought last week seems to dote strongly on that Armscor ammo that will not shoot worth beans in seven other rifles I own. The only rifle I own that will shoot that stuff worth a hoot! RGBs weren't awful in it, either, though it shoots CCI MMs better yet. Unfortunately, it doesn't like the Aguila SE-HV that all my other rifles like a lot. One rifle's candy IS another rifle's poison.

And here I'm on my third buckets of bullets .. Remington Golden's hollow points.
They shooting great in my 10/22 rifle.
Not a single problem yet.
Guess I'm blessed.
I actually like em.

Remington must have gotten their act together on the Thunderbolt ammo because I have used up 3-4 500 rd boxes without any major issues. I buy the stuff to use as my basic plinking ammo because it is cheap and seems to work ok (at least for me!).

I had a plastic box of 100 thunderturds just like that which I bought during the ammo shortage in 2013. It had loose powder speckles all inside the box. Of course, I didn't care at the time, but man, what gives?

After 5 pages I'm just piling on, but yes the Rem GBs are the most inconsistent and inaccurate I've ever fired, by a wide margin. Haven't tried any other Rem.
Second worst are Win Super-X. Premium price for a more expensive useless bang.
It's disappointing that the two "standards" from my youth are the two worst I've tried. Seems like they are selling on memories of days past with zero QC and only caring about making money.
I shoot Federal bulk and Auto-Match, all CCI and the Aguila I've tried shoots great too.

These days, I won't buy any Winchester rimfire ammo. It manages to not work consistently in semi-autos, to the tune of 50-70% failures to fire with multiple guns on bad days, and 10-30% FTF on good days. If it were one batch, I might be more forgiving, but this seems consistent across multiple product lines, across semis or bolt actions, and even with .17HMRs.
Prior to these Winchester woes, I would have said some Federal ammo from when I first started shooting, which had multiple failure to fires per box of 50. Unfortunately bought a few bricks of that stuff at once, but other than a lot of wasted rounds, the rest at least shot reasonably.
I did manage to have one round actually lodge in a barrel, but I cannot remember the brand of that off the top of my head - I believe the ammo was given to me. It was a surprisingly "normal" feel to that shot, with only a slight sound difference, but noticed there was no bullet impact.
I have strangely had very good luck with Golden Bullets, and my S&W 22A actually loves them. Accuracy out of a rifle at 100 yards is terrible, to the tune of 6+" groups, but at closer ranges, the 22A polishes a turd pretty well...
