There are many fellows that use and recommend both. Can't believe you would be disappointed with either. I installed a Vortek PG2 on one of my springers and found easier - smoother cocking, but not much noticeable difference in velocities.
I’ve had both my my Diana 34. Maccaris kits come with tighter fits and require more adjustment to get the best fit between spring and guide, and seal to tube. But they are the highest quality. My current kit is Vortek, installed by John Thomas (aka johninpa)
IMO, it depends what you're doing with the rifle. I use mine on squirrels in my pecan trees so I used the PG2 kit. I don't have any experience with the 12fpe kit but have read that it makes the shot cycle pretty sweet.
I'm running a Vortek in my HW50S and it shoots great, no complaints.
