Just got a Clearidge Ultra RM gloss 3-9 for my 452 American I am wanting to use the Leupold 13mm med rings in gloss as well, will I have enough clearance? or can you suggest gloss finish rings that will allow enough clearance?,I dont care for the Burris rings on the adapters that are available ,just dont like the "look" of those, although I am sure they work fine.

Yes. But it is usually not perfectly in the center of the barrel. You may never notice, most don't. But yes, it will clear, and look good.

But I like this better.

I'm pickier than most folks and it's not enough bolt clearance for me.

Does the bolt handle hit the rear of the scope when using the Leupold 13mm?

No. It is very close. You can get a tiny bit more clearance by turning the rings around and it is still very close. Manufacturing tolerances may create a situation where if you hold the bolt up you may be able to make the bolt touch the scope, but that is going to be a gun to gun thing.

If you go to Warne 7.3 rimfire rings you'll need "high."
