I have a new Klinsky stock, and it has a tail on the bottom of the forend. Looks like it rides on some other part. I would like to know the name of that part and how to properly employ this feature.

From the photo, it appears to be a standard under fore-arm attachment rail. Most rails I have see, the attachment (bi-pods) normally slide in from the front end.

I wonder if the previous user installed the rail back to front. ???

NOTE. Edit - Just re-read your post, new stock so I presume from factory and no previous owner. Maybe this is how they are made, attachment to be slid on from the rear. Others here will know more than I. Giz.

look close - the front end is relieved to allow insertion of a hand stop for position shooting

The rail might well be more effectively located for a bipod rather than a hand stop. The rail is not very long. Position shooters often prefer the hand stop to be closer to the trigger. Alternatively, it might be effectively placed to allow for the use of a shooting sling.
