That slow twist was from the early days of black powder loads when the fouling would build so quickly and fill the grooves in fast twist barrels that accuracy was lost. This wasnt just true of the 22rf but all calibers but the small bores were the worst. They tended to use the slowest twist for stability of the given lead bullet length/weight.
That the 1:16 is suitable for the 22 Short is evidenced by how well they shoot in arms chambered for S/L/LR even though that long jump in the chamber is less than optimum.
About 100yrs ago there was a notable match shooter who made up a 'gallery gun' for their local winter indoor matches. Im sorry that I cant remember his name but. iirc, he was a member of the Mass. Rifle and Pistol Club. He did well campaigning it against his peers (and kept it a secret for some time). It had the 1:16 'LR' twist and a match 'Short' chamber.
Based upon this a friend had a bad bore single shot rifle re-lined with a 1:16 Redman liner and did a something 'match' chamber. It was a yard varmint success but hardly the platform for other than some casual 'accuracy trials'.
Were I re-doing a 22Short gun that was not a restoration it would have a 1:16 twist.

Fun to read the history here. The shorts and the CCI Quiets both shot great out of the inexpensive 1:16 KSA barrel.
