Normal for a Ruger.
Ideally the cylinder lock would drop into the ramp to the locking notch rather than up top. That rarely happens on a production gun.
If you watch the way that bolt comes up and makes contact, and when, you can try to avoid that as much as possible in the way you handle and manipulate the gun.
You may be able to lessen the drag mark look with a Magic Marker.
Fwiw, I lightly stone the leading edge of that locking bolt (that comes up from the frame) so it isnt a sharp, square edge hitting the cylinder. And I gently smooth the top of the locking bolt too. Seems to have helped on my Rugers (not Wrangler models), ymmv.
