If it tells you anything, the military is phasing out 3-round burst, and going back to full auto rifles for infantry. And as far as I know, no military in the world outfits it soldiers with semi-auto only rifles.

Suppressive fire is the simple answer. So a small group of soldiers can send enough projectiles downrange to make the enemy want to keep their heads down. The intent is to allow the sending soldiers enough time to move into position, or save a wounded/fallen peer.

Not sure about current, but the commonwealth FAL variant (known as the L1A1/C1/SLR/etc) was spec'ed to be semi auto only - selector prevents movement to FA position, and IIRC a different trigger plunger/return is needed. Rhodesian Army FN-FALs also had the selector stop beak to prevent use of the FA position, but these were often ground down in the field to allow FA.

$1300 for a rifle you can build for about $550 or so; i don't get it.

I'm doubting that you can build that rifle using those exact parts for $550 or so. Sure, you can build a chinesium special for cheap, but I'd love to be able to build those that I have built for only $550 or so. Heck, some of the trigger assemblies alone blew nearly 2/3 of that budget! To say nothing of the barrels.
