I have a 999. Not sure what "lever behind the trigger" you're referring to. What COULD be causing an inability to cock the hammer is a broken mainspring guide bracket (part 39 in the diagram linked in prior response). The original ones are plastic and become brittle, and commonly break, and the broken parts can jam up the hammer mainspring. happened to me. luckily it's an easy and cheap repair with the metal replacement part from Numrich.
The only lever I can think of behind the trigger is the sear which the trigger pushes to fire the revolver. Picture would be a help
