If a service provider is not providing, then the following steps could be taken;

Was a postal money order used as payment?
Then contact P.O. authorities in his area, i.e., mail fraud.

Contact the BBB in his area.

Contact the Chief of Police in his area. File a complaint. Perhaps a knock on his door by an officer inquiring about accepting money and not producing a service.

He has a FaceBook account? Post a few comments.

These steps to be undertaken by a dissatisfied customer, definitely not by RFC.

Too extreme? Probably not to a disgusted customer.
