All of them, none of them.
Results are dependent on y'er ammo quality.

I understand every rifle prefers a certain ammo

Maybe...consider the fact that only 2 companies manufacture 17 hmr cartridges.
CCI and Winchester, no one else no matter what you read on the label.
Results will depend on the quality of the ammo as it comes off the CCI or Winchester production lines.
Some batches do well, some are less than satisfactory.
Doesn't matter if the label reads Federal or Norma or Remington or Hornady,
they all are made by CCI. If the label reads Browning it's made by Winchester.
What about Hornady , didnt they develop the Hornady Magnum Rimfire ?

Hornady may have developed the cartridge, but they left production to CCI and Winchester.
Don't take my word for it. Find the manufacturer's date code on the boxes of cartridges
and figure out for y'erself who made them. It's not a difficult thing to do.

I've tried weight sorting, CBTO sorting, and sorting both weight and CBTO. Made no difference in my testing.

I have tried sorting weight and it seems that it didn’t help as much as I would have hoped.

I do believe the ammo is the limiting factor.

Last week shooting here is one of my groups. Wind was pretty bad with gusts and the left hole was when I didn’t time it well. The vehicle stringing seems to be ammo related imho.

Thanks. It’s Actually a CZ457 MTR with a 455 17hmr barrel cut to 17.5”

Makes for a fun gun to shoot off the bench

Yes, 100 yards. That was the last 2 groups after sighting it in. I was shooting off a concrete bench.

Savage 9317HMR

I used my son's Savage 9317HMR heavy barrel for about a year before he wanted it back. It was a slam up shooter. Irrc, I was using the 17 gr. bullet.

After I gave it back to him, I had to have one! I picked up a 9317HMR heavy barrel in black. My son's had the stainless barrel. Mine is also a slam-up shooter. Shooting the A17 I had a 4 shot group that measured out an 1/8 of an inch @ 100 yds. Pigeons and starlings at 100-120 yd.s dropped like rocks [or a puff of feathers].

My Anschutz 1727F is #2 on the list.

My Anschutz 1717D is Lilja #3 on the list.
Custom Barrel.

My Anschutz 1717D is #6 on the list
Factory Barrel.

My Volquartsen Fusion is #8 on the list.

All of my .17hmrs shoot the CCI TNT 17 grain or the CCI 20gr Game Point round better than the V-max, 100% of the time.
And yes CCI makes all of the brands except Winchester in the same factory, on the same machines, with the same exact components except for the tip color on the different labeled V-max's.

Any brand differences that you may have observed are due to lot differences.

I believe that many of the better .17hmrs can shoot under an inch in light winds most (80%) of the time.
Notice how many brands are represented on the above chart.

"I will shoot, one shot, one hole, every time. Unless I don't hit the paper, then no hole. Nah, I do not believe five shot one hole groups at 100 yards with any rimfire rifle. Not even with the best conditions and using windflags. Now can an occasional fluke group of five do that, law of probability says yes. Might even happen two or three times in a lifetime of shooting."

This is a fouling target I shot the day before my semi-annual "Wile E. Coyote Rimfire 100" match.
Shot in breezy conditions.
So not one hole, but it's a pretty good 20 round target considering the wind.
The bottom group was going to be a 10 shot final practice/tweaking target after I adjusted my scope, however I stopped at 5 shots and called it good.

This is my match target shot the following day in similar conditions.
Center ring is 1 inch. Hits marked with an X were used as sizing holes for my group measurements. However this is a score target.

I was out today with my 455 Mannlicher. I pillar bedded it, free floated the stock barrel by adding 1 brass washer behind fore end screw, added the Yodave trigger springs, a little white Arkansas stone on the sear lubed with Kroil and it was shooting 3/8” - 1/2” at 50 and mostly with 1” forgiving the occasional gust of wind

Best way to measure quickly is by shooting at 1/2” dots at 50 and 1” dots at 100

Stock CZ453 Varmint at 40 yards. I know it's not 100 yards, but it gives you some idea of how consistent this rifle is. I do like the CCI FMJ ammo. The last target was just me losing concentration after a long target session – that's how boringly accurate 17hmr can be.
