I would not pass up a good deal on a 64 action. They can be amazingly accurate with the proper ammo.
I shoot both 54 and 64 actions. Some days I shoot better with the 54s, other days I shoot better with the 64 actions.
Shooters of 54 actions sometimes tend to engage in a bit of misguided snobbery.
The difference is in competitions such as indoor 3P you will have people running 200 out of 200 on the prone and high 590's for all 3 stages. You do not see 64's being in the crowd. Outdoor prone at 50yd, 50 meters and 100yds, 160 shots with people doing 54's and Ferwrken(Sp?) getting 1599 out of 1600. The 64's are high 1400's to low 1500's. It all depends on the level of the game that you want to play in.
for around $450 you can buy a CZ varmint and have plenty of money left over to put a good scope on it. best $400 dollar gun on the market. my 457 shoots as well as my anshutz and was a 1/3 of the price.
