22 mag conversion

I found a seller that bought a 'bubba converted' 22 mag cylinder.. The cylinder would not spin in the sellers gun (ASSUMING bubba didnt ream enough rim space for clearance) so he looked for other options.

BUT the seller sent in his BC to ruger for a replacement cylinder and they offered him a new Shopkeeeper as a replacement - ASSUMING that the original was out of spec somehow. His plan was to get a new cylinder and then ream that one himself for 22 mag.

Any guesses/suggestions on what it would cost to get this cylinder usable?

Could any competent gunsmith fit/time that new cylinder and keep the proper timing with the original 22 LR cylinder?

Im guessing I can get the cylinder for $30 or so..

any thoughts welcome
