Which scope rings are needed to mount a 1" scope with 33mm objective on a new Browning BL -22??? I'm not sure what type of base is required on the groove of these rifles. Thanks for any help.

No base is required. You should be fine with medium Leupold or Burris 3/8" rimfire rings.
All of these sorts of guns with a short grooved section can be a little difficult with establishing proper eye relief for other than small scopes.

There are probably pics on here of scoped BL22s.

Am I correct in saying if it says rimfire ring it will have correct base to fit groove on receiver? Just want to be sure there isn't more than one size for groove width.

You just need standard 3/8" rimfire rings, same as used on the vast majority of rimfire guns with grooved receivers.Ideally, you want the lowest rings that will work with your scope and rifle.
Some European rifles use 11mm or rings of their own design, but that's nothing that you need to be concerned about.

The RF receiver grooves have long been standardized, but some RF rifle receiver's TOPS are taller/further above the grooves than others.

My cure for that is to buy RF/tip-off ringsets that don't have a Weaver-type crossscrew beneath the ring, as that's what can be the cause of ring seating issues.
