In my experience, no. Usually there are slightly more Rifleman patches earned than redcoat targets cleared.
The redcoat silhouettes are the same size as the black areas on the AQT. Most people who shoot a Rifleman's score have at least one round that lands outside the black.
Thinking it through, you would probably assume that clearing the redcoat target would be more common, considering that it's fired with no time limit and from the prone position. However, not many people shoot stage 4 of the AQT completely in the black, either. Plus, the redcoat is shot at the very beginning & end of each day, so the shooter might not be mentally warmed-up at the start of the day (and will be fatigued at the end of the day).
Lots of interesting variables, but I wouldn't read too much into it. The redcoat targets are really more for the students, so they can see their progress and get some "attaboys" from the group when the results are tabulated.
