What about the bedding of the rifle?

Your rifle is not performing up to specs. You did not mention bedding of the action and barrel. Also, headspace.

My 10/22s all do under 0.5 inch at 50 yds and a couple of match ones do under 0.3.

I think the Rem 541S holds the sporter record for group

If I recall correctly, an out of box Rem 541S set the sporter group record some years ago. I have seen them shoot, and they are truely exceptional.
