If so.. I have had good luck with Krylon Fusion .. 2 mist coats then one wet coat and not a bad idea to hit it with Clear Lacquer for the last coat when the paint...

What optic are you using? Off of a bench with bags or rest? None of my herd is ammo picky.. but, obviously the better the ammo the better the groups... Center-X should be excellent groups.

Check 2 things... take-down screw needs to be around 14-16 inch lbs.. NO MORE than 20 inch lbs. - some run them as low as 10 or 12.
Then check the V-Block bolts.. should be around 12 inch lbs.. NO...
