I doubt this is your problem but I did have a bolt hanging up on one of my 455's. Turned out the screw that holds the action to the stock was just slightly to long. Easy enough to check out anyway.

I had that same Vortex scope. Don't have experience with the Ruger rifle but make sure your bolt will clear the scopes eyepiece as it is on the larger side.
