Is it legal to shorten a rifle barrel to 8" ?? I don't think you will have much luck with shortening a synthetic stock and getting it to look good.

Try SK Standard Plus, try Wolf Match, try Eley target rifle, these are not the top end, but med grade and a step up from what you have been shooting. A starting point

And I should add, a used 10/22 barrel is only going to bring in $25-35 bucks. The Walnut Stock, if it is pristine, maybe $100 if you are lucky.
