Or remove the barrel and take it to a (real) gunsmith for a professional recrown, in a lathe. That may or may not be cost effective with a well used factory barrel.

Ruger doesn't put a "better" trigger in the 10-22 for the same reason they install ill-fitting ugly plywood grips on their single action revolvers, and send them out with thread choke in the barrels...

Sounds like sapwood. You could try a pre-stain wood conditioner, then staining the entire stock. Not sure how the sapwood wuld turn out. THE PSWC makes the wood adsorb the stain more uniformly.
