From that picture it looks like the stocks 2 inch...

From that picture it looks like the stocks 2 inch long raised pad at stocks muzzle end has been removed... This would cause the vertical stringing in your groups... Its a shame because the Ruger...

Maybe not... I would remove tape then take a stone and resurface tape area removing high spots... I use a short stone then degrease area with acetone... A lot of receivers are cast so there are low...

Taping inside receiver re-visited

About 12 years ago a guy posted about putting a teflon type tape inside receiver to take out the side slop of the bolt... The single extractor skews the bolt over to the receiver side with ejection...

Ruger came out with a lot of nice stocks on different models and distributors models so you are not stuck...

They were "hard anodized" which is different then regular anodize so coating is about RC 70 which is close to the hardness of file... I think...

The depth of a v-block notch is appox .185" deep... So buy the smallest cutter for the job... Most likely a off the shelf 45 degree cutter capable of .203" or .218" deep cut will be the closest off...
