My '88 RWS45 at 32.
The HW97K is STOUT, rated at 39. That 18 would seem like nothing.

Even this one will be a suitable 'starter gun'. Around here $200 stone stock 10/22s are rare, $250ish seems to be the bottom unless one is really lucky and Ive heard one can walk into some discount...

I use an ID dia. spud inside a case and clamp it in a 3-jaw drill chuck, spin and Dremel it off.

Clean the tube fore and aft of the ring.
Lube the tube.
Remove the top screw.
Put a soft wedge into the gap to just take the tension off the tube.

Seems the forward piston recoil is not friendly to my front bench bag...
