OK, so here is the official word from Mossberg on the hold up:

Thank you for your email. Due to ATF export issues, the manufacture of these pistols in Brazil has not been able to ship them to us....

Still waiting... it was in the 2010 catalog, and a company rep assured me that everything in the 2010 catalog would be made available in 2010. I haven't heard a peep since.
