Is the stock pulled bedded? It sounds like it is compressing and the problem will eventually return. If it isn't pillar bedded, get that done. You won't have to worry about it compressing again

If this is a wood stock, it could be compressed to the point of the screws bottoming out on the action. They will be tight but the action will still be loose in the stock.

Depends on how much adjustment is on the scope you are using. Some don't need a 20mos base. Another option is a mil dot scope. These have limited magnification, so old eyes may not like them.
