You dont need 'bags', any old cushions, a rolled up coat, or a cardboard box with a couple of U cutouts on opposite ends to set the rifle in will do it. Locking one down is overkill, imo.

Fwiw, the chamber throat on the Mdl 23 in 25-20 is not likely lead bullet friendly but will shoot jacketed fine. If you are not a cast bullet shooter it wont matter.
